Ukraine: Vladimir Putin would accept a "political dialogue"

Vladimir Putin accepted a proposal by German Chancellor Angela Merkel, on the creation of a "fact-finding mission" and a "contact group" to begin a "political dialogue" in Ukraine, said spokesman for the German government, Steffen Seibert. This mission could be led by the Organization for Security and Cooperation in Europe (OSCE). 

During their telephone conversation Sunday night, the Chancellor "criticized the Russian president had violated international law" and the 1994 Budapest Memorandum, in which Russia had pledged to respect the independence and sovereignty Ukraine in its existing borders and the Treaty on the Russian black Sea fleet in 1997.
